Robert Stevenson Haggart was born in Salem, New York on 7 April 1891. He attended Washington Academy in Salem, New York, then high school in Granville, New York, prior to his appointment on 17 June 1908 to the United States Naval Academy in Annapolis, Maryland. While a midshipman, he played class baseball and basketball, and was business manager of the Lucky Bag.
